In November 2007, the Federal Trade Commission (FTC) passed regulations referred to as Red Flag rules. Those rules require certain businesses - including utilities - to identify patterns, practices and activities that indicate the possibility of identity theft, and to establish a program to identify, mitigate and prevent identity theft. Bluebonnet is subject to the Red Flag rules because it is a creditor that maintains accounts receivable that are incurred primarily for personal, family or household purposes and that may include multiple payments or transactions.
FTC's original deadline for enforcement of the Red Flag Rules was January 2008, which was extended to December 31, 2010. Bluebonnet has been in compliance since the original deadline and regularly reviews and updates its policies and procedures to ensure its members' confidential information is protected and secure. Consequently, members are required to present certain identifying information prior to discussing any account.
Bluebonnet never sells member information to others. Bluebonnet may disclose information about a member when necessary to administer products or services it provides, or when required by law (for example, in response to a subpoena, etc.). No third-party non-affiliates have access to member nonpublic personal information unless authorized by the member. Bluebonnet maintains electronic, physical and procedural protections in order to safeguard all information received from its members. Information is accessed by Bluebonnet employees only when necessary and is always treated confidentially.
