Line Extensions

Contribution-in-aid-of-construction (CIAC) fees
The contribution-in-aid-of-construction, or CIAC, is a fee paid by the applicant to help cover the costs of extending the lines. The CIAC is non-refundable and must be paid before construction begins.

General Service/Non-Residential Service
Applicant pays a non-refundable contribution-in-aid-of-construction for all estimated line extension costs greater than $350 per service.

General Service/Residential and Single-Phase Commercial Service
Applicant pays a non-refundable contribution-in-aid-of-construction for all estimated line extension cost greater than $1,200 per service.

Pumping, Three-Phase Commercial and Large Power Service
Applicant pays a non-refundable contribution-in-aid-of-construction for all estimated line extension costs greater than the calculated construction allowance for each individual new service. The calculated construction allowance shall be determined on a case-by-case basis based on the applicant's projected energy usage patterns and expected life of their business not to exceed 30 years.

Subdivisions or Commercial Developments
Any developer subdividing a tract of land where the majority of lots are ten (10) acres or less shall pay, in advance, a non-refundable contribution-in-aid-of-construction for all estimated primary line construction costs to serve the new subdivision or development including the prevailing installation cost and purchase price of transformers.

Temporary Service
Applicants that request temporary electrical service (generally 24 months or less) shall pay a non-refundable contribution-in-aid-of-construction for all line extension and removal costs to serve a specific location.

Dually Certificated Service Territory
Applicants for service in dually certificated service territory will typically pay a non-refundable contribution-in-aid-of-construction consistent with the aforementioned policies for their specific rate class. However, at Bluebonnet's descretion, an applicant's contribution may be determined by the more precise construction allocation calculations that are used for Pumping, Three-Phase Commercial, and Large Power Service (see above).

Motor Loads Greater Than 25hp
Service to motor loads greater than 25 horsepower, whether service is to an individual motor, several motors, or motors and non-motor load, are subject to approval by the Manager of Engineering and will require applicants to pay line extension fees consistent with the policy for Pumping, Three-Phase Commercial and Large Power Services (see above).

Relocation of Existing Electrical Facilities
Applicants shall pay a non-refundable contribution-in-aid-of-construction for all costs associated with facility relocations.

Route Modifications
Cooperative design personnel will always determine the most feasible route for a line extension. A member may request modifications to our route selection, and they will bear the full cost of those modifications.

Ownership of Facilities
Bluebonnet has complete ownership and control of all electric facilities; and can serve others from any line or any extension without refunding any part of payments made or crediting any bill.

Easements
Members must give Bluebonnet the rights, privileges and easements necessary to construct, operate, repair, replace and perpetually maintain electric facilities located on the member’s owned or leased property, and in or on all streets, roads or highways abutting their property. All service lines providing members with electricity and all switches, meters and other appliances and equipment constructed or installed by Bluebonnet on the property belong solely to Bluebonnet, and Bluebonnet can access the property to repair or service them and, upon discontinuance of service, to remove them.
