General Manager
Mark Rose is the General Manager and CEO of Bluebonnet Electric Cooperative. Founded in 1939, Bluebonnet is one of Texas’ oldest and most respected electric coops. Bluebonnet serves members in all or part of fourteen Central Texas counties. Before Bluebonnet, Mark was a public affairs consultant representing clients before state regulatory agencies, local governments and the public. His strategic counsel was focused on electric, water and environmental issues. He has served in Chief Executive Officer positions in both the public and private sector, as well as having held elective office as a City Austin Council Member and as President of the Bastrop ISD School Board where he now resides. His most recent CEO position was that of President and CEO of Public Strategies, Inc., an International public affairs consulting firm with offices in Austin, Washington, New York, Los Angeles and Mexico City. From 1990 to December 1999, Rose served as General Manager and CEO of the Lower Colorado River Authority (LCRA), a conservation and reclamation district providing electric service to more than one million Texans in all or part of 53 counties. From 1987 to 1990, he served as Deputy General Manger. Under Rose’s leadership, LCRA became an agency well respected by local and state government and citizens alike. He developed the LCRA into one of the nation’s best wholesale utilities as recognized by both Standard and Poors and Fitch IBCA. Bluebonnet Electric Cooperative is an innovative retail utility with 80,000 meters and is at the forefront of new utility technology. This year Bluebonnet begins implementation of its Sustainable Grid(TM) program, which will bring state-of-the-art meter capabilities and energy management programs to its members. Mark is active in his community and is a graduate of the University of Texas with a Bachelor’s in Liberal Arts and has a Master of Liberal Arts from St. Edwards University. |
